In Cambodia, the availability of electricity is more than just a convenience; it’s a fundamental pillar of development, directly impacting education, healthcare, economic growth, and the quality of life in both urban and rural areas.

For too long, a large portion of the country, particularly its remote villages, faced the daily reality of darkness once the sun set, limiting opportunities and perpetuating cycles of poverty. Cambodia’s journey towards comprehensive electrification has been a challenging yet inspiring one, marked by dedicated efforts to bridge this critical gap. Understanding this complex landscape requires looking at the key institutions driving this change.

Central to this monumental effort are Electricté du Cambodge (EDC), the national power utility, and its crucial department, the Rural Electrification Fund (REF). Together, they have been working tirelessly to illuminate the furthest corners of the Kingdom.

REF stands as a testament to Cambodia’s commitment to equitable development. Established in 2004 through a strategic partnership between the Royal Government of Cambodia and the World Bank, REF’s initial primary goal was clear: to provide small-scale funds directly to rural communities living under poverty.

This foundational mission aimed to kickstart local electrification efforts where large-scale grids were yet to reach. Its core activities quickly expanded to include assisting communities with the installation of essential electricity infrastructure and spearheading programs for the equitable distribution of solar power systems in off-grid areas.

A significant evolution for REF occurred in 2012, when it transitioned to become a dedicated department within EDC. This strategic shift was designed to streamline the process of transferring the immense benefits resulting from electricity development directly to the rural populations across Cambodia, ensuring greater efficiency and broader reach.

So, when the opportunity arose to document REF’s impactful work for its 20th-year anniversary, we eagerly embraced the challenge. Our team embarked on a truly comprehensive, year-long journey of filming and editing, meticulously capturing the entire process of rural electrification from the initial planning stages and community engagement to the installation of poles and wires, and ultimately, the moment electricity began flowing into homes for the very first time.

This 20th anniversary marks a truly monumental achievement for REF. It’s a celebration of  decades of relentless effort, strategic partnerships, and tangible results that have transformed countless lives across rural Cambodia. The department’s ability to overcome significant logistical and financial obstacles to bring power to remote areas is nothing short of inspiring.

Being part of this project, witnessing the direct impact of REF’s work, filled our team with immense pride and satisfaction. Capturing the stories of communities lit up for the first time, seeing children able to study after dark, and businesses flourish, reinforced the profound importance of this initiative.

We are extremely proud to have helped tell REF’s incredible story and to celebrate their decade of dedication to empowering rural Cambodia through light.

The documentary serves as a powerful testament to REF’s vital contribution to Cambodia’s rural development over the past two decades. It underscores that bringing electricity to every home is not just an infrastructure project, but a catalyst for social and economic transformation.
